Jimmy Roger Neff, age 71 of Texarkana, Texas passed away Friday March 15, 2019 in a Dallas, Texas Hospital.  Mr. Neff was born August 18, 1947 in Cleveland, Ohio. He was retired from WalMart and a Baptist.
