Billy was born December 22, 1944, in Clarksville, Texas, to Willie Garland and Mary Evelyn Kingwell Raulston. On December 23, 1999, he was married to Michele Woods in Simms, Texas. He was an Electrician and worked in Maintenance for Domtar and was a member of American Legion Post # 488 in New Boston, Texas. Billy was a Veteran of the United States Army.
