Chris Phelps receives his DeKalb Police Department Badge from his wife Claudia. Phelps was sworn in as the new DeKalb chief of police by Precinct 3 Justice of the Peace Ellen Eubanks in the DeKalb City Council chambers Friday morning. Phelps joined the DPD after 25 years at Texarkana, Texas, Police Department, where he served 18 years as a sergeant in the patrol division.
